He's lived long enough to see himself become the villain...

I mean there's only a few things that could be happening here. If he got arrested for almost the same thing, essentially, there's a chance he really was doing something suspicious with regards to insider trading, behind the scenes, especially since the details of the previous arrest seem so similar. Another explanation is he was framed, of course, but then why is the question? And then maybe there's "oops, we got the wrong guy" or just general false arrest / charges.
