I agree with Locke, I don't think locking people up is acceptable unless they have done something terrible. Altogether, it comes down to the cheerleader on what method he wants to pursue

I think he does know that. Last time he went extremely out of line was with his cheer ark, when he tried to destroy this zone. He ended up failing to destroy it because Knuckles sacrificed himself. We can't truly stop him, that is the problem.
