When you think about it, though, Zelda was basically THE game which normalized explorable levels. Such an expectation could be what made Sonic's levels so complex and explorable, compared to Mario's levels.
It was a time where video games weren't as complex as they now are. After all, everything had to be made, and conventions had to be found.
